Actually, I think the cartoon was referring to the recent weather on the East Coast. There’s been a monster storm stretching from the Carolinas to Massachusetts that has hovered over the Atlantic coast for a couple of days before continuing to move inland to dump torrential storms on Washington, D.C. and other inland areas.
As my weather enthusiast friend in Long Island put it yesterday, “storms don’t do that around here, they almost always go the other way.”
